The Council of the European Union adopts Conclusions on scientific informationin which it “recognises the strategic importance for Europe’sscientific development of current initiatives to develop sustainablemodels for open access […]” and “underlines the importance ofeffective collaboration between different actors, including fundingagencies, researchers, research institutions and scientific publishers,in relation to access [… to], scientific publications”. Theseprinciples are precisely the pillars of the SCOAP3 model. Finally, it”invites Member States to enhance the co-ordination between […] largeresearch institutions and funding bodies on access […] policies andpractices”.
