What is SCOAP3? How does it work?

SCOAP3 Governing Council meeting December 17th 2014

The SCOAP3 Governing Council held its third meeting at CERN on December 17th 2014, with attendance by 31 delegates, with 37 seats attributed to date. The meeting heard reports on the first year of the SCOAP3 operations:

  • 43 Memoranda of Understanding have been signed to date, covering participation by 40 countries and 3 Intergovernmental Organisations;
  • Constructive discussions are ongoing, and are expected to lead to further expansion of the SCOAP3 partnership;
  • In its first year of operation SCOAP3 will support the publication of more than 4’200 articles, with authors from 87 countries;
  • The SCOAP3  Executive Committee oversaw operations through the year, and prepared the two Governing Council meetings as well as the recent Forum, together with the Outreach Working Group;
  • The Repository Strategy and Support Working Group conveyed the partnership priorities in the development of the SCOAP 3 repository, including the public launch of OAI-PMH feeds and a pilot search API service for to the SCOAP3 partners;

Among others, the following decisions were taken by unanimous accord:

  • Add a seat for the International Atomic Energy Agency (IAEA) as an international organization contributing to SCOAP3;
  • Re-appoint the members to the SCOAP3 Executive Committee with staggering terms;
  • Re-appoint the chairperson and deputy chairperson of the Governing Council;
  • Establish an Audit Committee;
  • Task the Executive Committee with the development of a Sustainability Model for the next SCOAP3 cycle, with structured input from the partnership;
  • Adjourn for a next session in summer 2015.
